leopard gecko hasnt eaten in 3 weeks and today i noticed this on her mouth

It's hard to tell exactly what it is. Is it a raw spot? A place where her jaw seems soft? If it's a raw spot, you could gently clean it with warm water and see if it heals (or if you can catch her rubbing her mouth on something). If it seems because the jaw is soft, you should make sure you're supplementing her with vitamin D3 and calcium.

what about the eating issue? I do have a vitamin supplement in her cage

If she has a sore on her mouth, she may not feel like eating. If your vitamin supplement doesn't have both D3 and calcium, she may have a softened jaw due to inability to metabolize calcium and not be eating. If she is getting both the D3 and the calcium from the supplement in the cage, there's a possibility that she's actually getting too much and is consequently having symptoms (in which case, it's better to dust the feeders and not leave the supplement in the cage). If everything is OK, it may just be that it's winter and she doesn't want to eat as much.

It would be a good idea for a vet visit. Perhaps there is a more systemic infection and she needs antibiotics.
