More or less water ?

how do i know if i put too much or not enough water in perlite?
I just bought a reptibator incubator that heats by heating cable from the top, I use perlite as a substrate in 16oz deli-cups.
is this a safe way to heat from above? because I find that the eggs and the perlite above are dry and all the humidity is at the bottom of the deli-cup

Make sure your egg containers don't have any holes in them. You can just take the cover off for a few seconds every week or so instead.
