For a bioactive tank , can i use coconut coir with a small amount of spider peat as a substrate for a bioactive tank.

If you mix in some soil, it will hold moisture and pack down better. I also cover up with leaf litter.

Also , if I have springtails will I need isopods , impossible to find isopods for sale where i live ? , I should add this will be for a leopard gecko

It's hard to keep isopods in a leopard gecko enclosure since it's not very moist in there. Sometimes it works because the isopods cluster around the water bowl. The one time I had some leos in a bioactive enclosure I used dermestid beetles which often show up along with crickets. Here's an article about a bioactive leopard gecko enclosure:
