UTH concern

Hey all! I have a UTH in my male Leo's tank, and over the last few days I've noticed it not reaching the temp that it was set to (90 degrees). Given that we are well within the winter months here on the east coast of the USA, it has me concerned. Any help would be greatly appreciated.

How are you measuring the temperature and did it used to reach that temperature? One thing that seems to result in more heat reaching the substrate is to put aluminum foil on the bottom of the UTH, so the UTH is sandwiched between the bottom of the enclosure and the foil.

I have a temp regulator hooked into the pad itself, ill include a picture. Im hoping that im just catching the temp cycle at the wrong times. I have noticed it cycling between 85-91 degrees in the past, but every check the last few days has been low. I do have a spare heat lamp running in the tank at the moment.
