Is the humidity for my leo too high?

I got my baby leo today! But i have a probelm... My hygrometer is saying that its at 40 (day) and 60 (night). Will that harm the health of him?
(I read that its suspose to be 10-30)

And is a fluorescent bulb a must?

Please help!

Fluorescent bulbs aren't needed, and they can do more harm than good actually...
Don't mist it, then heating pad should lower the humidity, so just keep that on. What's your current setup?
Substrate, heat, hides, etc?

Well right now i have 5 gallon. I know that is VERY small, but im getting a 20 gallon this weekend. Im not using an uth since im going to be extanging tanks soon. I use reptile carpet and i have a big boulder hide and some rock hides. But is a uth even nessary if i have a 75 watt bulb?

A uth is always better than a bulb, because belly heat aids with digestion.
A 75 watt fluorescent won't give off enough heat at all, I have one myself.
Leopard geckos are nocturnal, so lights shouldn't be used as a main heat source.

A uth is usually enough, but if your house's temperature is too low, a light can help.
When temps get under 70 degrees, I will usually turn on my exo terra sunglo 60w bulb, it gets pretty hot with a uth, so i turn it on for like 30-60 mins.

Well my house is always warm, expecially the room hes in. So you suggest just an uth? (im new to this so im just making sure)
