Restriction to arcade?

I'm just wondering if there any restrictions on who can play the arcade games and who can't? Does it depend on the number of posts made or the length of time registered?

I have a friend registered a few days ago, she said she couldn't get into arcade...

Is it actually getting into the arcade? or it not letting her play the games?
